5.

That, in January this year Government intimated

that it then proposed to apply the new scales to existing

officers on promotion.

6.

That, accordingly YOUR petitioners addressed to

the Head of their Department a letter dated the 25th February 1938 (Enclosure A) explaining how these proposed new scales

affected them.

7.

That, YOUR petitioners were informed, this letter

was forwarded to Government by the Head of YOUR petitioners

Department with the recommendation that Government give

consideration to the matters contained therein.

8.

That, subsequently Government appointed three

officers of the local Service as an Anomalies Committee to

report upon the anomalies which would result from the

introduction of the proposals referred to in paragraph 4

above.

9.

That, although YOUR petitioners' letter (Enclosure

A) had been duly forwarded to Government and was presumably

available for consideration by the Anomalies Committee, the

proposals in this Committee's Report did not remove the

anomalies pointed out in the above mentioned letter.

10.

That, accordingly YOUR petitioners addressed, to

the Head of their Department, a further letter dated the 27th July, 1938, (Enclosure B) which amplified their letter of the

25th February, 1938, gave their views on prospects and

showed that it appeared that discrimination was being shown

against YOUR petitioners vis-a-vis other professional

officers of the Service.

11.

That, YOUR petitioners are informed, this second

letter was forwarded to Government with the strong support

of the Head of their Department.

12.

That, it is now learnt, Government has recently

submitted the Anomalies Committee Report to YOU for approval
